Was it ok to complain and not tip because of this?

I'm with Candy on this. Yes,everything the waitress did was inexcusable - but the manager leaned over backwards to compensate you. It's quite clear he thought her behaviour was inexcusable too, and that he would give her a rocket later on. She won't be acting like that again in a hurry; and talk about prosecution is just absurd.
