Do girls like it when guys try? or when guys dont?

this is probably the hottest girl that i have ever hung out with to a close proximity with. She has some weird things like how she laughs loudly and randomly but i really like her and she has let me know a lot about herself. She did get out of a long relationship about a month ago but she seems to really not care about it now. I have hung out with her outside of our college about 3 times, but she has flaked on me about 10 times... every time she flakes she is always like "i am so sorry, i forgot i had to go to my friend megan's house" and shes always very apologetic. Everytime we hangout she is superr nice! and she seems super interested. Then when i leave she says "alright i will text you soon!" and then im always the one who has to start the texting. The only reason why i am trying is because she is extremely attractive/nice. She even drove me around one day and we went to drop off some things for her friends, but i always am the one who has to text her, and also ask her to hangout. It pisses me off that the flaking ratio is so high, so what should i do? keep on asking her? or stop texting her and wait for her to text me?
